A DOT drug or alcohol violation can leave you unsure of what happens next. CommonGround Clinical Services provides DOT-qualified Substance Abuse Professional (SAP) evaluations to help employees navigate the DOT return-to-duty process with clarity, professionalism, and respect.

A SAP evaluation is required after certain DOT drug and alcohol violations before an employee can return to safety-sensitive duties. The SAP evaluates your situation, determines what education or treatment is appropriate, and guides you through the required return-to-duty process.

Services are conducted in accordance with 49 CFR Part 40 and applicable federal requirements for employees regulated under FMCSA, FAA, FRA, FTA, PHMSA, and USCG guidelines.

What the SAP Process Includes

Initial SAP Evaluation
A comprehensive clinical evaluation to determine the appropriate level of education and/or treatment based on your individual circumstances.

Education & Treatment Recommendations
When appropriate, the SAP provides specific recommendations and referrals based on the results of your evaluation.

Follow-Up SAP Evaluation
After completing the recommended education and/or treatment, the SAP conducts a follow-up evaluation to determine whether you have demonstrated successful compliance with the initial recommendations.

Return-to-Duty Documentation
Required SAP documentation is completed as part of the return-to-duty process.

Follow-Up Testing Plan
When applicable, the SAP provides the required follow-up testing plan following the follow-up evaluation.

Coordination With Employers & DERs
When needed, CommonGround can coordinate with employers and Designated Employer Representatives (DERs) regarding the SAP process and required documentation.

Who May Need a SAP Evaluation?

You may need a DOT SAP evaluation following a violation such as:

  • A verified positive DOT drug test

  • A DOT alcohol test result of 0.04 or greater

  • A refusal to test

  • Certain other violations of DOT drug and alcohol regulations

A SAP evaluation is the first step in the DOT return-to-duty process following a qualifying violation. For FMCSA-regulated commercial motor vehicle drivers, the SAP process may also involve the FMCSA Drug & Alcohol Clearinghouse as part of the return-to-duty process.

Important

A SAP does not determine whether an employer will return an employee to safety-sensitive duty. The SAP's role is to conduct the required evaluation, make appropriate recommendations, determine successful compliance with those recommendations, and provide the required follow-up testing plan. The employer ultimately makes the employment decision.
